Article 16, Law 9/2012 (Qualified Law on Immigration): "A foreigner under the tourist regime may not stay in the Principality of Andorra for more than ninety days counted from the date of entry into the country, and within the three hundred and sixty-five days following that entry." — 90 days within a 365-day window from entry, so a visa run does not reset the count.
